This is a special town council budget workshop focusing on Mansfield Town Council. The meeting included staff reports and communications, a review of the public works general fund operating budget and capital project budget, and discussion of enterprise funds and special revenue funds. The budget included a proposed increase of 7.6% year-over-year, primarily due to a new full-time staff member, increased fuel costs, and increased contracted services. The council also discussed capital projects, including road resurfacing, transportation projects, vehicle and equipment replacements, tree removal, streetlights, and a footbridge. Ongoing major projects such as Honey Covert, Maple Road complete street, downtown loop closure, community challenge grant, sanitary sewer project, and bridge projects were also reviewed.

Budget Review General Fund & Capital
This budget work session focused on shared services, particularly those with the Mansfield Public Schools. The school board presented their proposed budget of $25,650,000, representing a 3.24% increase. Key discussion points included staffing adjustments (reductions and additions), the impact of rising energy and other costs, and cost-saving strategies. The school board highlighted their achievements and accomplishments, emphasizing the need for a responsible budget while maintaining quality programs and services. Specific staffing changes discussed included reductions in some teaching positions and the addition of social workers, a math interventionist, and a technology integration specialist. A significant portion of the discussion centered on the addition of a Board Certified Behavior Analyst (BCBA) to support students with behavioral needs, both those with and without IEPs, and the potential cost savings of providing these services in-house rather than through outplacement.

Affordable Housing Committee
The committee reviewed and approved the minutes from a previous meeting. A significant portion of the meeting was dedicated to discussing a tax abatement ordinance, specifically focusing on providing tax credits for restricted housing units rather than abatements. The committee also discussed a down payment assistance plan to aid homebuyers, exploring funding options and administrative approaches. The plan aims to help residents afford down payments, with the loan repaid upon resale or refinancing. The committee considered various funding sources, including HUD, CHFA, and the Affordable Housing Trust Fund, and discussed the possibility of partnering with local banks to administer the program. The committee also debated the possibility of prioritizing residents of the town for the program while adhering to fair housing regulations.
