This plan outlines Winnsboro ISD's strategy to meet teacher certification requirements by the 2029-2030 school year. Key actions include ongoing instructional coaching, mentoring, and competitive compensation to ensure high-quality instruction and achieve full compliance with state certification mandates.

The board approved the purchase of new doors for the current high school, new weight equipment for the new high school, and the transfer of funds for the irrigation system and dirt work at the current game football field. The board discussed the proposed June 2020 band trip to Chicago, Illinois. The Board also discussed the superintendent search that included the following: position posting, qualifications, application and interview process, timelines, meeting dates, etc. The board convened into closed session in accordance to Section 551.071 of the Texas Open Meetings Act, Government Code 551 (private consultation with board's attorney) concerning Personnel Issues. No action was taken.

The board received an update on the new high school construction project, covering exterior dirt work, concrete, masonry, mechanical, electrical, and interior systems. Reports were presented on the Texas Education Agency A-F Accountability System grades, where the district received an overall B grade. The board adopted the proposed budget and set the total tax rates for Maintenance & Operation and Interest & Sinking. Additionally, the board approved the purchase of a new walk-in cooler vault and refrigeration system for the middle school and a combination walk-in cooler and freezer vault for the high school, as well as gas line repairs for the middle school. The resignation of Lori Martin was accepted, and new staff members were employed. The board also reviewed campus activities and projects, and discussed the Fund 699 Bond Series for the new high school construction.

The Board of Trustees of the Winnsboro Independent School District convened a special session. A public hearing was held to discuss the proposed budget for 2019-2020 and the 2019 tax rate. There were no requests to address the Board concerning the proposed budget or tax rate.
