The commission held a public hearing and approved a special use permit for a new wine tasting room at 14 Main Street. Additionally, the commission received an update on progress concerning the development of the city's general plan.

The council discussed and approved the purchase of wireless helmet communication kits for the Bisbee Police Department's motorcycle units. This equipment is intended to upgrade communication systems to ensure compliance with upcoming radio requirements and is to be funded through the city's capital expenditures budget.

The council reviewed and discussed several operational and administrative items, including proclamations supporting the United States Semiquincentennial and recognizing community volunteers for landscaping work at City Hall. The Mayor provided updates on a burn ban, the acquisition of a new fire rescue truck, the installation of stainless steel facilities in city parks to mitigate vandalism, and the procurement of flood insurance for municipal buildings. Public comments addressed the need for regulations on ICE operations on city property and concerns regarding the transparency and financial implications of the city manager's employment contract. The council also authorized accounts payable, approved a special liquor license, an arts grant application, publishing services, waste container purchases, fireworks for the Fourth of July, and a copier lease for the fire department.

The council held a public hearing regarding the proposal to voters for authorizing city expenditures in excess of article 9, section 20 of the Arizona Constitution, also known as the home rule option. Following the hearing, the council discussed and approved resolution R-2619, which officially proposes the extension of the alternative expenditure limitation to the electorate for the upcoming election. Additionally, the council moved into an executive session to seek legal advice on a subsequent agenda item.

The council emerged from an executive session to address a vacancy in Ward One. The primary focus of the meeting was the appointment of Cecilia Garcia to fill the vacant council member position for Ward One, which was approved unanimously by the council.
