The subcommittee held a meeting to discuss organizational matters, including the appointment of a new subcommittee chair and the adoption of past meeting minutes. A significant portion of the session was dedicated to a presentation on the CALR Equity Index (EQI) user guide. Staff provided an overview of the draft guide, which is designed to support both internal and external users in applying equity metrics to transportation planning. The discussion also covered the integration of EQI into various transportation programs, the use of a new beta analytical tool for project-level equity analysis, and a plan for subcommittee members to review and provide feedback on the user guide.

The public meeting focused on recommendations from independent health consultants regarding the expansion of health analysis approaches to better reflect community disparities and health equity considerations. The session covered population subgroups, relevant health outcomes for overburdened communities, and societal factors such as structural and environmental metrics. Key recommendations included moving from air basin-level analysis to census tract-level resolution to better identify exposure disparities, and utilizing two-way combinations of sociodemographic subgroups to improve understanding of health risks.

The workshop focused on proposed administrative amendments to the air cleaner regulation, specifically regarding the clarification of definitions, test standards, and compliance and enforcement sections. Participants discussed the potential for updating definitions of electronic air cleaning devices and addressed inquiries regarding the consistency of regulatory requirements for in-room versus in-device systems. The Board confirmed that it is not currently lowering ozone emission standards and invited stakeholders to submit additional comments and suggestions to assist in drafting future regulatory documents.

Following the election, a presentation was delivered regarding the California Freight Mobility Plan, focusing on outreach efforts and survey results collected through the MapShare platform and the CALR engagement portal. The discussion highlighted the importance of freight to the state and local economy and identified the need for more targeted outreach to less represented industries.
