The Board of Commissioners discussed and approved several resolutions, including authorization for employees to join the Tennessee Consolidated Retirement System for both 401(k) and 457(b) benefits. Additionally, the Board adopted the Fiscal Year 2026 Annual Agency Plan and the Capital Fund 5-Year Action Plan for 2026-2030 to ensure compliance with HUD regulations. The Executive Director provided updates on ongoing projects, including roofing, HVAC improvements, NSPIRE inspections, and exterior renovations.

The board discussed internal renovation plans for the facility, noting that enough funds have been saved to initiate the process of clearing five apartments for construction bidding. Additionally, the board decided to issue a formal letter to the City of South Pittsburg requesting that they secure a new location for City Hall within 180 days to allow for the restoration of access to the gym for residents.

The board approved a proposal for legal services from Wooden Law Firm with a contractual addendum for termination notice. Approval was granted for the purchase of two vehicles under the state contract and for the Executive Director to sign construction contracts for exterior renovations at three locations. Additionally, the board authorized a bonus for all employees and engaged in a discussion regarding improvements and changes to the annual scholarship program requirements for future cycles.

The board discussed a banking conflict of interest issue involving Tower Community Bank and subsequently approved a motion to transition all six accounts to Builtwell Bank, while maintaining the current signatories. Additionally, the board received a report from the Executive Director regarding upcoming construction timelines for exterior renovation contracts.

The board discussed the Senior Activity Center usage and associated expenses. A motion was passed to request the City of South Pittsburg to cover all SCAC expenses, prorated based on 2025 figures for a period of up to one year, after which the city must vacate the building. Additionally, the board rescinded a previous motion that would have required the city to vacate the facility within 180 days.
