The Bay City Comprehensive Plan aims to guide the city's future growth while preserving its residential character and leveraging its natural environment. It focuses on maintaining a high quality of life, encouraging efficient city form, and protecting natural resources. The plan addresses key areas such as residential development, industry, agriculture, recreation, and urban services, with specific goals and policies for each. It emphasizes citizen involvement, sustainable development practices, and coordination with regional entities to ensure responsible growth and environmental stewardship.

The council discussed the steps needed to revise the organizational structure of the City to hire a City Manager, including repealing the current Personnel Policy ordinance and adopting a handbook. The council directed the City Recorder, Councilor Baker, and the City Attorney to draft a transition plan that includes job descriptions for City Manager, Public Works Director, and City Recorder, a recommendation for the chain of command, proposed salaries, and a budget analysis. Additionally, staff were directed to work with the City Attorney to prepare a working draft of the personnel handbook for an initial review at the November Council meeting.

The workshop addressed several topics including a visitor proposition regarding RV parking on private property, a fire department report detailing volunteer numbers, COVID-19 mandates, vaccinations, and issues with Tillamook Country Smoker's propane tanks. The Public Works report covered the installation of mission control monitoring systems at water stations, water meter installations, park repairs, and water treatment plant operations. The council also discussed the Dill Bar gravel bed, tree removal on 1st and Main Streets, the city budget, TCVA Bay City Promotion Plan, emergency preparedness, and development ordinance updates. Unfinished business included code enforcement, apportionment requests, nuisance issues, contracting limits, the state of emergency status, and the WAVE franchise extension agreement. New business involved a proclamation for Martin Luther King Jr. Day, committee and liaison assignments, an auditor's contract, a TLT Advisory Committee recommendation, OLCC liquor license renewals, employee SEP IRA accounts, and the Oregon Public Works Emergency Response Cooperative. The annual Bay City Town Hall was canceled due to COVID-19, and a newsletter was suggested in its place.

The Bay City Planning Commission meeting covered several topics, including a variance request for a greenhouse construction, which was eventually granted with conditions related to the inspection of a converted garage and restrictions on additional accessory structures. The commission also discussed a letter regarding possible development on wetlands and reviewed the Buildable Lands Inventory for integration into the city's GIS. Additionally, there was a presentation on the Bay City GIS and land cards created for vacant land inquiries. A variance was requested to place an addition on a Single Family Dwelling that would be over the allowed lot coverage.

The workshop addressed various topics including a fire department report, public works updates, and administrative matters such as hiring a City Recorder/Treasurer. Discussions covered budget revisions, code enforcement, and the city's state of emergency status due to the COVID-19 pandemic. The council also discussed a complaint regarding political activity, the need for temporary office help, delinquent accounts, TLT Advisory Committee recommendations, Community Action Team involvement, and the scheduling of the September meeting. Committee and liaison assignments were reviewed, and online LOC conference training was mentioned.
