This document, the East Downtown Visalia Parks and Infrastructure Master Plan, presents two distinct visioning scenarios: 'Modified Grid' and 'Grid Interwoven'. The overarching objective is to seamlessly integrate parks and open spaces with existing and proposed developments, streets, and adjacent areas of the city, including the historic downtown. Scenario A, 'Modified Grid,' focuses on reconfiguring street layouts to complement waterways, establishing a year-round water feature, and creating a central gathering space, emphasizing a curvilinear grid and natural systems. Scenario B, 'Grid Interwoven,' prioritizes preserving the orthogonal grid, extending park elements into streetscapes, incorporating urban swales for stormwater management, and conserving existing oak trees, aiming for a cohesive blend of urban and natural environments. These scenarios were developed to solicit public input and serve as the foundation for the final Master Plan.

This Five Year Implementation Plan for the Community Redevelopment Agency of the City of Visalia outlines operational and financial work programs for redevelopment and affordable housing responsibilities across the Downtown, East Visalia, Mooney Boulevard, and Central Visalia Project Areas. The plan's strategic goals include eliminating blight, protecting and enhancing community character, creating a stronger local economy, improving public infrastructure and services, wisely utilizing land, and providing housing for all families. It aims to revitalize these areas, increase economic viability, and expand affordable housing opportunities.

The 2023-2031 Housing Element Update for the City of Visalia focuses on addressing the housing needs of all economic segments of the community. Key areas of focus include analyzing population and employment trends, documenting household characteristics, maintaining an inventory of land suitable for residential development, and identifying zones where emergency shelters are allowed. The plan also addresses governmental and non-governmental constraints on housing, special housing needs for vulnerable populations, energy conservation, and fair housing opportunities.

The Historic Preservation Element for Visalia focuses on preserving historic sites and structures to contribute to the community's cultural, economic, and physical well-being. Key objectives include maintaining historic residential areas, promoting community history through walking tours, and supporting the maintenance and identification of historic resources for tourism and economic diversity. The plan outlines policies for becoming a Certified Local Government, updating the Historic Preservation Ordinance, expanding the Historic Planned Office Conversion zone, and ensuring new development is compatible with the historic character of the area.

The Visalia General Plan focuses on land use and economic development, historic preservation, mobility, parks, schools, community facilities, utilities, open space and conservation, air quality and greenhouse gases, and safety and noise. It includes a climate action plan and implementation strategies involving various city departments and committees.
