The committee meeting covered a range of topics, starting with a partnership update from the National Institute for Criminal Justice Reform regarding analysis and collaborations. Staff provided updates on biweekly training and technical assistance, as well as progress on Adverse Childhood Experience training. New appointments to the advisory committee were confirmed. Additionally, reports were presented regarding the Community Navigation Liaison program and the Near East NoCAP group operations. Public and member comments addressed respite services, jail navigators, and the need for trauma-informed support for personnel.

The session focused on several key regional topics, including an overview of Boone Electric Cooperative’s rate structures and energy efficiency initiatives. Participants discussed the progress of the Homelessness Strategic Plan, including data metrics and stakeholder engagement. Updates were provided on the Housing Continuum project and regional efforts regarding sewer capacity, regulatory reforms for building professionals, and cross-jurisdictional collaboration. Additional discussions covered progress on housing study recommendations, including Accessory Dwelling Unit policy changes, potential funding mechanisms for a local housing trust fund, and workforce training programs.

The meeting included the appointment of a new chair and vice-chair for the commission. Discussions focused on evaluating a new scoring guide for the Sports Development Fund, aimed at improving transparency and incorporating community factors. The commission approved contract extensions for the MSHSAA Cross Country and State Music Festival events. Additionally, updates were provided regarding a new sports marketing campaign, the CVB strategic plan, and activities related to the FIFA World Cup.

The commission reviewed and approved an Attraction Development Fund application for the Mid-Missouri Sports Park expansion, providing $100,000 in funding over four years to increase court capacity. Additionally, staff provided updates on bids for Missouri State High School Activities Association championship venues, discussed recent and upcoming sports events held at city facilities, and reported on recent sports sales activities, including a past travel exchange event designed to attract new event planners to the city.

The Commission discussed several key items, including presentations on the Renewable Energy Plan, Utility Services Report, and Climate Action and Adaptation Plan public comments. Other discussion topics included the Commission's 2026 priorities, the Butterfly Festival, and the approval of the Commission's section of the Climate Action and Adaptation Plan Annual Report.
