This Master Plan provides guidance for the City of Milan's Parks and Recreation department to prioritize and plan future park improvements, expansions, and trail connectivity. The plan identifies necessary improvements and facility expansions within Milan City Park and aims to establish a citywide pedestrian network linking existing facilities and neighborhoods. Key strategic priorities include improving ADA accessibility, upgrading lighting and drainage, adding new playing fields and basketball courts, enhancing signage, optimizing parking, renovating playgrounds, modernizing the amphitheater, repairing the swimming pool, improving pavilions, adding site amenities, developing pickleball courts, and expanding trails and land acquisition for the department's future success.

The agenda includes receiving public input for Ordinance 2025-9 regarding the rezoning of Smith Street Properties. The regular board meeting will cover a range of topics, including discussions on Ellington Drive Property, liquor store certificates of compliance, beer permits, and the FY 26 Budget Amendment. Additionally, the meeting will address special events applications for car shows at City Park, an update to Medina's Urban Growth Boundary, rezoning at the corner of Lusk/N First St., renovations to the Police and Fire Training Facility, amendments to contracts with TDOT for the Downtown TA Project, proposals from TDOT regarding the bridge over Roe Creek on Salem Street, and a Bingocize License Agreement for the Senior Citizens Center.

The meeting will include public hearings for ordinances 2025-3, 2025-4, and 2025-5, all concerning rezoning. Old business includes the second reading of ordinances 2025-2, 2025-3, 2025-4, and 2025-5. New business includes approving contracts for the city audit, a lease agreement for farmland, and a revised schedule of benefits. Discussion will also cover declaring surplus vehicles (a 2019 Ford F-150 and a 2015 Ford Explorer) and purchasing replacements (a 2022 Ford F-150 and a 2025 Ford Explorer). A first reading of ordinance 2025-6 (rezoning) and final approval of a Tetra Tech agreement for the Arsenal property are also on the agenda. Financial reports and public comment will be included.

The board meeting agendas included various topics such as approving special event applications, lease agreements, resolutions related to indebtedness and bonds, contracts for sanitation services, telephone recording, grants, library board appointments, surplus declarations, bids for equipment purchases (sewer jetter, backhoe, transformers), rezoning ordinances, financial reports, and public presented business. Other agenda items included awarding bids for construction projects (basketball and pickleball courts, sports lighting), approving contracts for farmers' markets and multi-modal trails, resolutions for park equipment, auxiliary police programs, and environmental services. Additional topics covered included police vehicle purchases, senior center advisory board appointments, SCADA system upgrades, beer permits, personnel policies, rezoning ordinances, appointments to planning commissions and zoning appeals boards, ARPA grant contracts, medical equipment purchases, fire department equipment, surplus declarations, zoning ordinance amendments, and various contracts and agreements related to infrastructure projects, financial matters, and utility services. Budget amendments, drug court contracts, lease agreements, library management systems, traffic signal replacements, and community development block grants were also discussed. Finally, the agendas included discussions on wholesale liquor taxes, mowing bids, yard sale permit fees, paving projects, easement agreements, wastewater system inspections, water service replacements, tap fee schedules, water and sewer rates, security light pole rentals, and broadband internet services.
