The council meeting addressed several significant items, including promotions within the police department and a presentation of solar energy initiatives at the Sanford Seacoast Regional Airport. Public hearings were held regarding proposed credit enhancement agreements for LabelTech, LLC and Sumner Properties, LLC, as well as capital improvement projects for the airport. The council discussed amendments to electrical standards and zoning text/map amendments. Additionally, grant acceptance from the Federal Aviation Administration was approved, and the introduction of a new communications coordinator took place.

The committee meeting covered updates on the Airport Improvement Program Grant process, support for a waste treatment plant, and status updates regarding the aerobatic box. Security reports included reminders about gate access cards and fence repairs. The Airport Manager provided a budget overview, updates on construction activity, and the status of instrument flight procedures. Additionally, the committee discussed a special event application for a monthly potluck and movie night at the airport and reviewed an amendment to a lease and operating rights agreement.

The committee held a work session to review municipal and school budget proposals. Discussions included the review of new personnel positions, debt service related to the Brownfields Grant and Presidential Lane extension, capital reserve funding for infrastructure and grants, and an overview of school reserves and fund balance. A public hearing was held to receive input on the proposed budgets, and the committee reviewed tax rate projections.

The City Council meeting included a presentation of the fiscal year 2019/2020 audit, public hearings on proposed zoning amendments concerning medical marijuana production facility signage and mental health and abuse clinics, and the approval of two Games of Chance applications for the Wolves Social Club. The Council also accepted the annual audit for the 2019/2020 fiscal year, approved tax settlements, authorized a proclamation honoring a retiring Treasurer and Deputy Mayor, executed engineering and consulting contracts for the airport, and authorized a mutual aid agreement with York County communities.

The City Council met in executive session to consider actions regarding the disposition of 2022 real estate tax liens and to evaluate potential waivers of foreclosure for various properties. Following the session, the council voted to approve the waivers of foreclosure for several specific real estate parcels.
