Illinois Interagency Task Force on Homelessness and The Illinois Office to Prevent and End Homelessness Strategic Plan 2026-2029
This three-year strategic plan, 'Home Illinois,' outlines the State of Illinois' approach to prevent and end homelessness, led by the Illinois Interagency Task Force on Homelessness and the Illinois Office to Prevent and End Homelessness. The plan focuses on four main goals: reallocating funding from crisis systems to prevention and housing, ensuring access to eligible public benefits, ending unsheltered homelessness, and building a coordinated, comprehensive prevention system. Its vision is to ensure every Illinoisan has a safe home and to achieve a state where homelessness is rare, brief, and non-recurring, grounded in racial and health equity.

The committee engaged in a detailed review of legal statutes regarding fitness to stand trial, specifically focusing on Sections 104-10 through 104-17. Discussions centered on the process for raising modified doubt, the authority of the court to order examinations to inform bona fide doubt determinations, and the procedural challenges of addressing non-compliance among defendants on pretrial release. Members debated the burden of proof, custody limitations for evaluation purposes, and the practical application of restoration timelines, including how to handle credit for time served in outpatient versus inpatient treatment settings. The potential for refining jury involvement and clarifying communication between treatment providers and the court was also explored.
