The work session primarily focused on updating the council regarding redevelopment efforts for the nine-and-a-quarter-acre property at Blunt Gillespie, which was originally acquired through HOPE VI efforts. A consultant team, HRNA Advisors and MKSK Studios, was present to guide the process of developing a productive and valuable use for the city-owned site, which also contains the E Smith House. Discussions included reviewing past plans like the Downtown Renaissance Plan and the Red Rock Global Study, analyzing market conditions for uses such as multi-family, retail, office, and hotel space, and presenting preliminary development concepts. The presenters detailed the process for moving toward a public-private partnership, including a financial analysis and a decision tree outlining pathways based on feasibility, potential for phased development, or the necessity for the city to invest in infrastructure improvements or interim activation uses.
