The Santa Margarita Water District Strategic Plan 2026-2031 establishes organizational priorities and strategic direction for the next five years, guiding policy, budgeting, and operations to deliver high-quality, cost-effective, and innovative water, recycled water, and wastewater services. Key priorities include water reliability, infrastructure investment, environmental compliance, workforce development, operational modernization, customer service, and long-term financial sustainability. The plan is organized around six strategic goals: Reliable Water and Infrastructure, Environment, Community, Extraordinary Workforce, Effective and Efficient Operations, and Fiscal Responsibility, aiming to address evolving challenges and ensure service delivery for decades to come.

Discussion topics featured a comparative analysis regarding canal vegetation management techniques, the implementation of an Advanced Metering Infrastructure and meter replacement program, and an overview of landscape programs and turf removal rebate policies in relation to AB 1572 regulations.

The meeting included discussions on water facility construction and water management strategies concerning xeriscaping. The Committee considered and approved a temporary service agreement involving the District, the City of San Juan Capistrano, and Premier Equisports Events LLC, as well as a resolution to adopt a new purchasing policy. Additionally, the agenda covered informational items, including an overview of the Fiscal Year 2027 budget, a review of the investment portfolio, a financial update, expense reporting, and board compensation reimbursements.

This strategic plan outlines the Santa Margarita Water District's mission to provide quality water and wastewater services, maximizing resources. It focuses on achieving three strategic goals by 2030: increasing local water supply to 30%, developing 6 months of drinking water storage capacity, and recycling 100% of wastewater.
