The workshop meeting focused on discussing the future of the Bachman tract, which comprises approximately 60 acres and is currently zoned for high-density residential use with restrictions favoring government facilities and residential uses. Discussions included the history of the parcel acquisition, previous zoning designations, and the failure of a 2020 RFP for a 600-unit affordable/workforce housing development due to financing constraints, even with significant local incentives offered. Key discussion points included exploring options for the parcel, such as developing a dedicated special needs shelter funded by a hazard mitigation grant program, and subdividing the county's portion into smaller parcels for affordable housing developers, targeting groups like seniors, veterans, and persons with disabilities. The county representatives also inquired about partnering with the school board, potentially for workforce housing, and requested feedback on next steps, including forming a working group for master planning and seeking grant funding for stormwater improvements.

The regular meeting began with reports, including the presentation of the Charles Lee Swift Lifetime Achievement Award to Steve Disio, recognizing his 33-year career with the school district, including serving as Superintendent from 2015 to 2023, and his community contributions. Following this, four schools (Vineland Elementary, Liberty Elementary, Sally Jones Elementary, and LA Angel Middle School) were recognized as PBIS model schools for fostering positive school culture and safety. The board then held a public hearing regarding updates to several school board policies in compliance with state and federal law, which were subsequently adopted. The consent agenda, comprising 12 routine items, was approved. Finally, the board approved setting a future meeting date for December 16, 2025, and accepted a $100,000 memorial scholarship fund donation for the Charlotte Technical College electricity program.

The workshop included updates from the Vogal group on legislative matters, focusing on past successes in securing funding for district projects and strategies for the upcoming session. Discussions also covered the discontinuation of the Fship platform and the recommendation to join fleet to continue optimum RX rebates and maintain the self-insurance program for employees without disruption. Additionally, there was a presentation on Priority One, which aims to prepare students for graduation with plans for enlistment, employment, or further education.

The meeting included discussions and actions on several key items. The board approved the addition of the Greater Florida Consortium of School Boards 2026 Legislative Platform Proposal to the agenda. There was a presentation of the winning design for the 'I Voted' sticker contest, involving local students. The board also held a public hearing and took action on the final millage rates and budget for the 2025-2026 fiscal year. Additionally, there were public hearings and actions regarding the Florida Instructional Materials Plan for English language arts and updates to school board policies.

The meeting included the election of the chair and vice chair, followed by the establishment of dates and times for the 2025-2026 school board meetings. The board recognized Maka River Elementary as an Everglades Champion School for the second year. An agreement with Who We Play For Inc. was approved to provide heart screenings for students. The quarterly inspection report was reviewed and approved. An interlocal agreement with the board of county commissioners for commercial driver's license training and testing was approved. The athletic training room at Lemon Bay High School was dedicated in honor of Charlie Russo. The 2026-2027 regular and year-round school calendars were approved, and a personnel action and job description were also approved.
