The meeting featured a study session on the 2026 redistricting plan, a review of Mayor and City Council stipends, and an overview of campaign finance ordinance updates. The Council received a state of the district presentation from the Douglas County School District. Items discussed and acted upon included the adoption of Ordinance 26-06 regarding site improvement plan zoning amendments, the approval of the City of Castle Pines Annexation Policy, and a resolution expressing opposition to a ballot measure related to annexation requirements. Additionally, the Council approved the 2026 Economic Development Strategic Plan, discussed professional services agreements for snow removal and engineering, and reviewed intergovernmental agreements regarding the Happy Canyon interchange project.
The council conducted a study session and regular meeting focused on three primary areas. First, members discussed the redistricting process, specifically addressing concerns regarding minority vote protection, voter roll accuracy, and future growth permit rates. Second, the council evaluated options for adjusting mayoral and council stipends, weighing inflationary factors against data from comparator cities and considering potential structures for a mayor pro tem differential. Finally, the session included an overview of a proposed campaign finance ordinance designed to establish specific donation limits, formalize committee registration and e-banking requirements, and standardize the tracking of campaign expenditures to improve municipal election transparency.
The board discussed trail signage, specifically focusing on the placement of mile markers and trail identifiers for the local trail network. Staff recommended a strategy that includes signage at the start, midpoint, and end of each trail segment to minimize sign clutter while maintaining wayfinding utility. The board also initiated a discussion regarding the phasing and construction sequence for amenities at Soaring Hawk Park, distinguishing between necessary horizontal infrastructure and future vertical development.
