This document outlines the Transit Development Plan for Flagler County for the period 2026-2035. Its primary purpose is to solicit public opinion to improve public transportation within the county, serving as a roadmap for future transit initiatives and enhancements.

The resolution involves adopting a fee schedule for various services including water, sewer, stormwater, sanitation, building permits, inspections, plan review, growth management technology, zoning and land development, engineering permit and review, business licensing, impact, library, police, fire, administrative, and other miscellaneous fees. It repeals several previous resolutions and establishes that water and sewer base fees should support capital expenditures and debt service for the Utility Fund, while flows should support the operations of the Water and Wastewater Plants. The resolution also addresses how stormwater and sanitation fees should support their respective utility expenses and future infrastructure or capital purchases. Furthermore, it outlines that the City of Flagler Beach intends to recover costs associated with Building Permit Plan Review and Inspections, Zoning, Land Development Review, Engineering Review and Inspections, and miscellaneous fees.

The City Commission approved amendments to the Fiscal Year 2025/2026 City Fee and Fine Schedule, increasing Fire Safety Inspection Fees, clarifying Special Event City Staff Rates, and removing Monthly Private Fire Protection Fees. It also discussed Comprehensive Plan Future Land Use Map Amendments and Comprehensive Plan Text Amendments.

The Flagler Beach City Commission will consider increasing utility rates. The items increased will be utility water / sewer, stormwater and sanitation. Increased rates are necessary to cover operational costs and to continue / begin new utility and stormwater projects throughout the city to ensure safety and reliability to residents and business owners.

The Commission for the City of Flagler Beach met to establish a vision for the city in 2032, along with strategies and goals to achieve that vision. The discussions included a review of citizen survey results identifying key issues such as public safety, cost management, drainage, beach maintenance, and growth management. The commission also considered regional demographics and future growth projections. The commission identified trends and issues impacting Flagler Beach over the next 10 years, including growth in Flagler County, infrastructure demands, environmental impacts, and the need for intergovernmental relations. Eight strategic priorities were set, focusing on developing a resiliency plan, protecting beaches and parks, increasing revenue streams, building effective communication, recruiting qualified staff, developing an infrastructure plan, creating a multi-modal transportation plan, and building intergovernmental bridges. Goals were then set for each strategic priority, covering areas such as burying utility lines, sand fencing, increasing pier costs for non-residents, creating a City social media page, and updating the stormwater master plan.
