The meeting agenda was approved with additions concerning the weekly discussion of the Tax Sale until it is held and an update on Commissioner Steffen's discussion with the Chairman of The Law Company. The Board approved the transfers for September 2017. A primary discussion involved whether to engage an attorney to oppose the Salt Water Facility tax appeal issue if other counties join the opposition. The Director of HR/Planning/Zoning discussed his attendance at a sanitation conference, the five-year review requirement for the BP decommissioning agreement, and correspondence regarding ethic codes. Two rezone requests (Z17-001 and Z17-002) from Agricultural to Rural Residential were discussed following public comment, and both were approved unanimously. The Board entered into two separate executive sessions to discuss personnel matters of nonelected personnel. Further discussion involved implementing direct deposit for all employees or having paper checks signed at the subsequent Commission Meeting. The Public Works Director presented the September budget report, discussing machinery storage, potential land purchasing, and the status of the Galesburg Bridge and 2017 Striping projects. The Board concluded by signing several tax abatements and one escape tax.

Actions taken included motions to sign a letter retaining legal services for the Oil and Gas Valuation Depletion Trust Fund defense, hiring a new Oil & Gas Appraiser and GIS Coordinator, and accepting the lowest propane quote from Farmers Co-op Equity Company. An executive session was held to discuss non-elected personnel matters.

The Board of County Commissioners convened to discuss and act upon an agreement for engineering services between Kingman County, Kansas, and Kirkham, Michael and Associates, Inc. The discussion included input from a visitor representing NextEra Energy, who provided an update that heavier equipment related to the project would not arrive in Kingman County until late August. The agenda for the Special Meeting was approved.

The regular session agenda was approved with an addition regarding road vacation procedures. Key discussions included a proposal from One Spark to promote a festival in Kingman County, which received approval to proceed with planning economic development initiatives. The board reviewed the results of a survey concerning the Activity Center usage. Discussions also covered arrangements for the disposal of debris from a collapsed building on Main Street, and the hiring of a new Deputy. The County Appraiser reported on taxpayer correspondence and the installation of new Geographic Information System software. The Board held several executive sessions concerning personnel matters and potential litigation. Furthermore, Horizons Mental Health Center presented its monthly report detailing the effects of reduced state funding. A citizen also inquired about procedures for vacating a public road.
