The finance portion of the review detailed local sales tax revenues, which showed decelerating growth, particularly in retail and restaurants, being temporarily offset by a surge in construction contracting revenue. Initial fiscal year collection data indicated concerning drops in sales tax revenue for August and September, suggesting potential downward adjustments to the revenue forecast may be necessary.

The study session agenda focused on upcoming labor negotiation interests for contracts effective July 1st, 2015. The process involved presentations from the City Council representatives and two bargaining units: the Phoenix Firefighters Association Poria Chapter (PFFFA) and the American Federation of State County and Municipal Employees (ASME), Local 3282. The Council's interests included maintaining management/employee relationships, ensuring recruitment/retention capabilities, negotiating multi-year agreements based on sustainable data, and maintaining fiscal viability. The PFFFA outlined several key negotiation points, including wage increases, updating the 457 plan provider, assignment pay for specialized roles, disparities in life insurance benefits between management and firefighters, health/dental insurance exploration, working out of class pay, leave policies, retirement benefits for retirees, and education incentives. ASME Local 3282 also presented proposal interests, including a $2 increase for all covered employees, review of out-of-class pay, supplemental insurance for retirees, shift differential pay scale increase, personal leave increases, vacation buyouts, and education incentives.
