The Resident Council meeting discussed the need for more members and reviewed the profit from the pie social. New business included the Halloween Potluck, Liberty's dinner, Friendsgiving social, Tree Lighting, free coffee and cookie decorating, and the start of Euchre and cribbage nights. A new member was voted in, and attendees were encouraged to assist with event cleanup. The Jordan Tower I Renovation Project is 90% complete, with plans to be sent to Minnesota Housing for final approval before bidding. Building improvements include replacing water supply, waste, and vent piping, water heaters, entry doors, remodeling bathrooms, and replacing plumbing connections in the laundry room. Unit improvements cover new toilets, sinks, faucets, vanity cabinets, shower enclosures, light fixtures, outlets, flooring, wall base, accessories, kitchen sink, faucet, and electrical box.

The board meeting addressed several key areas including the approval of an updated Enterprise Income Verification (EIV) Reporting & Resident Monitoring Policy 2024, which includes revisions due to Housing Opportunity through Modernization Act of 2026 (HOTMA) compliance requirements. The board also discussed the Red Wing Affordable Housing Trust Fund (AFITF), its history, current and potential uses, funding sources, and allocation of funds. Updates were provided on HUD program budget, capital improvements for Hill Street, and potential applications for MHFA and AHTF match money. The board also reviewed reports on finance, housing, community redevelopment, social services, resident council, and the Hope Coalition.

The Housing & Redevelopment Authority Board held a regular meeting covering various topics. These included a presentation by Sara Kern from the Hope Coalition, approval of the September 2023 minutes and bills, and a resolution to approve the 2023 Amended Operating Budget. The board also discussed and approved a modification to an AHTF Owner-Occupied Rehab loan. Reports were given by the Director, Finance, and representatives from Housing, Community Redevelopment, Resident Council, Hope Coalition Liaison, and City Council Liaison.

The meeting included discussion on the 2024 Annual PHA Plan and the 2024 CFP Action Plan, both of which were subjects of public hearings. The Executive Director reported on the Congressionally Directed Spending request for the Hill Street project and potential for a 100% match of the tax levy allocation. Updates were provided on the Housing Choice Voucher program and the JII home loan. The Finance Director reported on the completion of December financials and the upcoming audit. The Housing Report covered waitlist numbers, occupancy rates, and the progress of the JI Electrical project. The Community Development Report mentioned a pending Small Cities application and a preconstruction meeting with Alleva for AHTF.

The Red Wing Housing and Redevelopment Authority Board held a regular meeting to discuss various topics, including the 2024 Retail Challenge, the approval of the 2024 Final Operating Budget, and updates on federal, state, and local funding. Staffing updates were provided, including the promotion of Cathy Edblom and the hiring of Isabella Larson. The board also discussed changes to tenant/landlord law in Minnesota and the highest and best use of the Affordable Housing Trust Fund. Financial updates were given, including adjustments to reserves and the operating budget. Community redevelopment efforts were reviewed, including Small Cities Program income, Affordable Housing Trust Fund activities, and TIF District No. 8. The board also received updates on Goodhue County Habitat for Humanity and the Hope Coalition.
