It is built upon six high-level goals: enhancing quality of life through lifelong learning, parks, and community spaces; evolving land use to ensure development fits within existing character; fostering economic well-being through strategic investment and entrepreneurship; improving mobility with diverse and accessible transportation options; addressing housing needs by maintaining vibrant neighborhoods and providing attainable housing; and protecting the environment by preserving natural resources and promoting resilience. The plan aims to shape the city's future and ensure its continued progress for years to come.
This document presents the Playbook OP: Parks and Recreation Long Range Plan for the City of Overland Park, updating the 2013 Master Plan and guiding development for the next 10 years (2026-2035). The plan focuses on six strategic goals: providing safe, inclusive, and accessible parks and recreation facilities; connecting parks and neighborhoods via greenways; stewarding natural resources; engaging residents through enriching programs; promoting the city's identity through regional attractions; and serving as a model of excellence in park management. It includes recommendations for park system concepts, aquatics approaches, facility standards, and trail and program enhancements.
The Consolidated Plan for the City of Overland Park outlines a strategy for utilizing Community Development Block Grant (CDBG) funds from 2025 to 2029. Its primary purpose is to address community development needs and multi-year goals through public participation and assessment. The plan focuses on three main objectives: fostering a suitable living environment, ensuring decent housing, and implementing infrastructure improvements. Key priorities include supporting neighborhood revitalization, assisting low- and moderate-income homeowners with home rehabilitation and accessibility, providing financial assistance to low- and moderate-income households, and offering support services for those experiencing homelessness. The intended outcomes are to enhance the quality of life, provide affordable housing, and promote social stability and public safety within CDBG-eligible areas.
This long-range plan outlines a conceptual park system concept for Overland Park, focusing on existing parks, recommended enhancements, and proposed new park types including regional, community, neighborhood, and greenway parks. It identifies park opportunity areas and future greenways and linkages, serving as a guide for future site plans, capital improvement, and land acquisition for parks and recreation facilities.
The ordinance authorizes the issuance and delivery of $28,015,000 principal amount of internal improvement bonds, Series 2025A, of the City of Overland Park, Kansas, for the purpose of providing funds to pay the costs of certain improvements, including bridge replacement, park facility improvements, street improvements, and thoroughfare construction improvements.
