The FrameworkOP Comprehensive Plan for Overland Park is a forward-looking document designed to guide the city's growth and development. Key priorities include supporting neighborhood revitalization, assisting low- and moderate-income homeowners with home rehabilitation and accessibility, providing financial assistance to low- and moderate-income households, and offering support services for those experiencing homelessness. The intended outcomes are to enhance the quality of life, provide affordable housing, and promote social stability and public safety within CDBG-eligible areas.

This long-range plan outlines a conceptual park system concept for Overland Park, focusing on existing parks, recommended enhancements, and proposed new park types including regional, community, neighborhood, and greenway parks. It identifies park opportunity areas and future greenways and linkages, serving as a guide for future site plans, capital improvement, and land acquisition for parks and recreation facilities.

The ordinance authorizes the issuance and delivery of $28,015,000 principal amount of internal improvement bonds, Series 2025A, of the City of Overland Park, Kansas, for the purpose of providing funds to pay the costs of certain improvements, including bridge replacement, park facility improvements, street improvements, and thoroughfare construction improvements. It also provides for the levy and collection of an annual tax for the purpose of paying the principal of and interest on the Series 2025A bonds as they become due.
