District of Columbia Strategic Framework
This strategic framework provides cybersecurity considerations and recommendations for the secure and resilient integration of advanced Distributed Energy Resources (DERs) into the District of Columbia's electric grid. It addresses critical areas including secure communications architecture, network segmentation, robust authentication and access control based on Zero Trust principles, advanced inverter settings governance, comprehensive event logging, and coordinated incident response. Key focus areas also include DERMS, aggregator, and third-party governance, operational resilience, and the adoption of Secure-by-Design principles for supply chain management, all integrated through a Defense-in-Depth strategy. The overarching vision is to strengthen the reliability, resilience, operational visibility, and security of the District's critical energy infrastructure amidst increasing DER deployment.
