The Caribou County Federal and State Land Use Plan provides a framework for coordinating land use planning and management with federal and state agencies. Its primary objective is to sustain the custom, culture, and economic stability of Caribou County, which is dependent on natural resource-based activities such as ranching, mining, manufacturing, and farming. The plan focuses on revitalizing multiple use of federally and state-managed lands, protecting private property rights and interests, ensuring sustainable watersheds for agriculture, and facilitating recreational uses, wildlife management, mineral extraction, and rights-of-way. It emphasizes coordination and compliance with statutory requirements to enhance environmental quality and economic opportunities.

The Board of Trustees is seeking authorization to levy a Supplemental Levy for salaries and benefits for staff, curriculum and classroom/technology supplies, and maintenance and transportation. The total amount is $500,000 per year. The election will be held to vote on the question of authorizing this levy.

The Caribou County Board of Commissioners will meet to consider and fix a final budget and make appropriations for the next fiscal year. Taxpayers are invited to provide input on the tentative budget.

The meeting primarily focused on a public hearing for an amendment to the Caribou County Zoning Map requested by Ken Lawrence, involving the rezoning of 60 acres from Agricultural to High-Density Residential. The discussion included concerns from the commissioners and the public regarding the density, potential environmental impacts, water sources, increased crime, and the alignment with the 2023 Comprehensive Plan. Ultimately, the application to amend the zoning map was denied due to not meeting the required approval criteria and not aligning with the Comprehensive Plan. Additionally, continued conversation regarding Development Right Transfer was tabled until the next meeting.

The Caribou County Commissioners convened to discuss various departmental updates and financial matters. Road and Bridge updates included discussions on new crusher bids, road maintenance agreements with Agrium, winter snow removal, and a potential GPS system for plows and graders. Building Maintenance reported on a generator problem and snow removal responsibilities. Indigent payments were postponed, and applications were denied due to untimely filing of medical records. The Landfill reported no issues and a waiver for the restroom building permit fee was approved. Food vouchers were approved for EMT's and Fire Fighters. The board discussed the Blackfoot River Park roof repair, the landfill fee on new occupancy homes, and a request for an interpretive sign. The county agreed to handle snow removal at the sheriff's office. The claims and payroll were approved. A part time employee was hired pending the passing of a physical and a drug test. There were also discussions regarding executive sessions, a working lunch for elected officials, and a Christmas tree donation.
