The Board approved a bridge inspection contract and reviewed a report of conference for bridge inspection services. They rescinded and updated the holiday schedule for the upcoming year. Several cash fund estimates of needs and requests for appropriation for highway-unrestricted funds were approved. Resolutions were passed regarding the declaration of surplus equipment and the disposal of equipment for the OSU Extension. The Board examined and approved numerous purchase orders and claims for various departments, including General, Highway-Unrestricted, Health, Sheriff, and Rural Fire Departments. Furthermore, they authorized the Chairman to sign blanket purchase orders.

The Board reviewed monthly reports from the Juvenile Office and authorized a joint election with Kingfisher County to form an emergency medical service district for the Hennessey School District. Key financial actions included approving a quote for a rooftop unit at the OSU Extension, adjusting staff salaries for the Health Department, and approving the National Opioids Settlements Implementation. The Board also approved various cash fund estimates, appropriation requests, payroll claims for county employees, and declared specific medical equipment as surplus. Additionally, the Board managed procurement by issuing a request for sealed bids for grader tires and reviewing bids for bridge construction and materials for District #3.

The Board of County Commissioners held a meeting to address several operational and administrative matters. Key actions included the swearing-in of a new Emergency Management Director and the review of the IT monthly status report. The Board approved an Agreement for Services and a Task Order with Circuit Engineering District #8. Further approvals were granted for equipment installation and removal for county vehicles, the appointment and removal of receiving officers, and the authorization of various monthly fee reports, salary reimbursements, and cash fund appropriations. The Board also approved transfers of appropriation account balances and monthly reports from various county offices. Additionally, multiple resolutions were passed declaring various equipment as surplus and ordering the disposal of obsolete county assets, along with the approval of numerous purchase orders, claims, and blanket purchase orders across multiple departments including general, highway, health, and sheriff services.

The board discussed potential updates to the Emergency Management application and website. Numerous agreements were approved, including construction management agreements for various county projects and supplemental agreements with the Oklahoma Department of Transportation for maintenance, financing, and right-of-way on Spring Creek and Turkey Creek. A significant portion of the meeting was dedicated to the authorization and allocation of funds from the American Rescue Plan Act of 2021 for various projects, including courthouse renovations, detention facility furnishings, electrical and lighting upgrades, and equipment for the Sheriff's Department and the OSU Extension Center. Additionally, the board approved an integrated vegetation management agreement, accepted cash fund estimates and appropriations, authorized the transfer of appropriations within the Highway department, declared surplus equipment for the Garber Fire Department, and awarded bids for courthouse reroofing and utility tractor procurement.

The Board discussed and took action on several items, including tabling a decision on Drug Court funding and reviewing monthly statistics from the Juvenile Office. They approved a Memorandum of Agreement involving the Health Department, a road application for rural waterline relocation, and a contract with the Oklahoma Cooperative Circuit Engineering Districts Board. Additionally, the Board authorized a driveway construction permit, approved various cash fund estimates and appropriation requests, and executed transfers of appropriation account balances. The Board also declared several items of county equipment as surplus and ordered them junked, and approved various purchase orders, claims, and blanket purchase orders for multiple departments.
