The meeting included an executive session followed by the public comment section, which had no attendees providing comments. Under Old Business, the Board unanimously approved the minutes from the September 17, 2025 meeting. Litigation updates were provided concerning multiple cases before the Commonwealth Court, including Boguslavsky v. N. Pocono Sch. Dist., et al., regarding motions for summary relief being denied or matters continuing due to genuine issues of material fact, and Vaysburd v. N. Pocono Sch. Dist., et al., which remains inactive. Additionally, the Board unanimously agreed to table the decision regarding the School District of Pittsburgh's objections to the Recalculated 2020 Common Level Ratio for Allegheny County pending final review of the order. It was also noted that the Leechburg Area SD withdrew its appeal after completing its data review. The New Business section contained no items, and the meeting concluded after a motion to adjourn.

Dist., et al., noting no immediate action was required for these cases. It is built around five core goals: increasing and preserving housing supply; expanding housing access and opportunity; strengthening pathways to housing stability; lowering development costs and speeding up construction; and improving coordination and accountability across state and local government. The plan aims to foster more resilient communities and position Pennsylvania as a national leader in housing access and affordability by 2035, ensuring every Pennsylvanian has a true home.
