The Council addressed housing element updates, zoning text amendments related to housing development, and surplus property disposal procedures. Additionally, the Council discussed and provided direction on the adoption of updated records management policies, fee waivers for community organizations, and the implementation of a policy prohibiting electronic device communication during sessions. Financial items, including warrant ratifications, budget revisions, and a treasurer's report, were also processed.

The agenda includes several action items, such as the ratification of a warrant register, review of the investment report, and consideration of resolutions related to a bulletproof vest grant program, local emergency declaration regarding the Well 9 failure, and procurement of a variable frequency drive panel. Additionally, public hearings are scheduled regarding ordinances for sidewalk vending and surplus property disposal, and the acceptance of the housing element annual progress report.
