The 2025 Clark County Parks and Recreation Strategic Plan serves as a strategic guide for aligning community priorities with the County's decision-making over the next decade. Developed through extensive public engagement and technical research from 2023-2024, the plan evaluates the current park and recreation system to establish strategic recommendations. Key objectives include enhancing park access and equity, modernizing infrastructure and asset management, strengthening recreation programs and experiences, advancing sustainability and connectivity, expanding organizational capacity, and fostering community partnerships. The plan aims to create a vibrant, accessible, and sustainable parks and recreation system that meets the evolving needs of Clark County residents.

The meeting included a presentation and discussion on focus group responses and possible second survey questions. Staff provided a report regarding the monthly summary of activities, including survey topics, marketing, and research. Emerging issues to be addressed by staff or the Committee at future meetings were identified, and updates on activities were received. Public comments were shared, including acknowledgments for officers and first responders, as well as a request to relocate a tree donated by Siegfried & Roy to the permanent Memorial site.

The meeting included discussions and possible actions regarding the RFQ jury composition and the number of RFQ finalists. The committee discussed the formation of an additional sub-committee for the Call of Evaluators in the selection process recommendation to develop the RFQ jury process and selection. There were reports by PIO on the status of the email list and communication plan, a donation report, and a report regarding the monthly summary of activities, including survey topics, marketing, research, and financial aspects. Emerging issues to be addressed include possible RFQ criteria and criteria for the Call for Creative Expression.

The meeting addressed the approval of the agenda and resolutions concerning the issuance of Clark County General Obligation Refunding Bonds for the Las Vegas Convention and Visitors Authority and Flood Control, focusing on ensuring savings and compliance. The commission also discussed the appointment or reappointment of the Chair and Vice Chair.

The committee reviewed, discussed, and approved survey questions. A staff report was given regarding the monthly summary of activities, including survey topics, marketing, and research. The committee received updates on activities and provided direction to staff. Public comments were made regarding representation of the 58 victims, water features, mementos, education components, and country music in the memorial.
