The agenda focuses on a closed session to discuss legal actions and litigation, the leasing or sale of real estate, personnel matters including hiring, firing, and performance reviews, preparations for negotiations with employee groups, the status of sealed bids and proposals, individually identifiable personnel records, and communications with the auditor.

The board agenda includes the review of various property permit applications, such as the installation of new shutters at 1029 Jefferson Street, window and door replacements at 1116 North Benton Avenue, and sign permit applications for 419 North 4th Street and 720 South Main Street. Additionally, the board will review structure requests for window replacements at 406 Boone's Lick Road, front porch reconstruction at 205 South 5th Street, deck rebuilding at 300 North 5th Street, window replacements at 325 Jackson Street, and the addition of a patio, putting green, and food truck aisle at 425 Clark Street.

The Council discussed community events, including the St. Charles Junior Jaycees lemonade stand and various municipal league announcements. Appointments to the Board of Appeals, Housing Authority, and the West Clay Extension Community Improvement District were approved. Public hearings were held regarding data center definitions, conditional use permits for several businesses, liquor licenses, and zoning changes. The Council approved a resolution supporting the nomination of the St. Charles Borromeo Cemetery to the National Register of Historic Places. Legislative actions included the failed passage of an ordinance regarding a zoning change, the approval of ordinances concerning development plans and budget amendments, and the approval of hours and restrictions for marijuana dispensaries. Additionally, the Council elected a new President and Vice President of the City Council.

The commission reviewed multiple applications including rezoning for apartment complexes and residential districts, conditional use permits for liquor sales, food trucks, tattoo establishments, and the handling of petroleum products. Additionally, the commission discussed text amendments related to recreational vehicle storage and parking lot uses, and site plan applications for new commercial manufacturing buildings, outdoor storage facilities, and city parks.

The commission addressed several public hearing items including rezoning applications for residential and business districts, as well as conditional use permits for liquor sales, temporary retail sales, and storage facilities. Additionally, the commission discussed text amendments regarding recreational vehicle storage and site plan amendments for various industrial and commercial projects.
