The Board discussed the high-risk designation placed on the state by the U.S. Department of Education regarding Title I funding and accountability requirements. The Agency of Education outlined their proactive self-identification of methodological errors and their corrective action plan, arguing that the federal designation is premature. Key topics included the requirement to submit an amended state plan with a revised methodology for school improvement designations, as well as reaffirming the commitment to a broader accountability system redesign. The board also reviewed plans for engaging with district leaders to maintain transparency and support continuous improvement efforts.
This strategic plan serves as a roadmap for the Vermont Agency of Education, detailing its focus on strengthening public education for Vermont students. The plan is built upon four interconnected priorities: college and career readiness, academic excellence for all, safe and healthy schools, and operational effectiveness. It aims to ensure that all students achieve better outcomes, such as reading and doing math at grade level, consistent school attendance, and graduating prepared for college, career, and life, thereby contributing to Vermont's vision of an excellent pre-K-12 system.
The board conducted officer elections, appointing a chair, co-chair, and secretary. Discussions included assignments for the program approval and licensing committees, the addition of a superintendent waiver request to the agenda, and updates on board vacancies. Staff provided reports on new personnel appointments, including a licensing specialist and an intern, and discussed the status of practice waivers and work queues. The board also reviewed the annual agenda, covering goals, priorities, and distinctions between larger agenda items and technical updates.
