The 2024-2026 Strategic Plan for the Weld County Department of Public Health & Environment aims to ensure all residents have the opportunity to live their healthiest lives by cultivating partnerships to promote public health and environmental quality. The plan is structured around four strategic priorities: Communication, Organizational Culture, Recruitment, Retention, Recognition, and Public Health Equity. It seeks to deliver relevant, innovative, and cost-effective services while fostering an organizational culture where every voice matters and promoting equitable access to public health services.

The council received a program review from the Sheriff regarding department operations, including budget allocations, staffing levels, jail capacity, and trends in crime and inmate demographics. The council also addressed public comments, approved payment of bills, and reviewed administrative documentation.

The council reviewed and approved Resolution 232 concerning commissioner salaries. The Treasurer and Public Trustee provided an overview of their office's duties, including tax notice distribution, fund investment strategies, and the management of foreclosure processes. Additionally, the council reviewed and authorized the payment of outstanding bills, including phone and media service costs.

The meeting featured a presentation from the Clerk and Recorder regarding the 2024 general election, which covered voter turnout statistics, the breakdown of mail-in versus in-person voting, the implementation of jail voting, and the number of election judges and staff utilized. Additionally, the presentation addressed election auditing, the requirement for an automatic recount in House District 19, the handling of military and overseas ballots, and the ongoing efforts to ensure election integrity and cybersecurity. The Council also approved the payment of the Weld County phone bill for October.

The council reviewed and approved Resolution 233 regarding meeting dates and Resolution 234 concerning the appointment of Terry DeGroot. The Director of Planning Services presented an overview of the department's mission, which focuses on implementing the comprehensive plan and building codes, as well as collaborating with municipalities to manage growth. Additionally, the council scheduled a presentation from the facilities department and approved the payment of outstanding bills, including phone services and name badges.
