The Council authorized the adoption of a resolution regarding preliminary legislation for a street re-paving project. Additionally, the Council addressed the procurement of infrastructure equipment, reviewed bids for a sewer line project, and discussed grant applications for fire trucks and charging stations. Financial approvals were granted for the annual fireworks display and the consolidation of cemetery endowment certificates of deposit. The Council also recognized the street department's efforts during recent winter weather and received an update on property litigation.

The association discussed the ongoing Friendship Alley furniture project and the planning of a summer cash mob event. Coordination efforts were reviewed for the upcoming Hello Spring Open House, Easter events, and the Summer Street Market & Car Show, which includes marketing collaborations and vendor organization. The Village Council provided updates on new council members and ongoing municipal maintenance needs. This document outlines a proposed stream and riparian restoration project at West Liberty Lions Park aimed at mitigating nonpoint source pollution, addressing a lack of riparian zones, and reversing hydromodification within the Headwaters Mad River watershed. The project encompasses increasing the sinuosity of an unnamed tributary, establishing approximately 1.7 acres of new riparian buffer, constructing bank stabilization structures, and creating riffle pool sequences. Aligning with Ohio's Nonpoint Source Management Plan and the Hypoxia Task Force goals, the initiative expects to achieve significant reductions in phosphorus (29.3 lbs/year), nitrogen (58.6 lbs/year), and sediment (29.3 tons/year), alongside improving aquatic habitat quality and fostering community engagement through public outreach.
