Mental Health and Addiction Services and Children and Families Strategic Plan
This report fulfills a statutory mandate to establish goals for combating the opioid use disorder public health crisis. It identifies opioid-involved mortality as the primary outcome metric and recommends reducing it to pre-crisis baseline levels (2004-2010 average of 276 deaths annually), sustained for a minimum of five consecutive years. The report outlines various ongoing initiatives across treatment, harm reduction, prevention, and recovery support, funded by State Opioid Response Grants and opioid litigation settlements, to achieve these objectives and stabilize the crisis.
