The Board met to discuss various health and wellness initiatives in Kodiak. A community panel presented on available services, challenges, and gaps, such as the need for residential treatment, housing, and improved workforce retention. The Board reflected on recent visits to rural communities, discussing local needs and commonalities across Alaska. Additionally, an executive session was held for a legislative audit update, and Trustees discussed future foundational changes and opportunities to better utilize school-based therapy infrastructure.

The Full Board of Trustees meeting covered a broad agenda, including reports from the CEO on strategic planning and budget updates, and presentations from statutory advisors like the Alaska Commission on Aging and the Governor's Council on Disabilities and Special Education. Data updates on treatment and recovery were presented, followed by a public comment session addressing issues such as homelessness support, mental health services, and alcohol harm reduction. The board held an executive session regarding commercial real estate, approved commercial real estate dissolutions, and handled Finance and Resource Management committee reports, including asset allocation, budget amendments, and land management decisions. Significant time was dedicated to Program and Planning, resulting in the approval of numerous Authority Grants for behavioral health, homelessness prevention, housing, and reentry initiatives, while one grant request for alcohol harm reduction was denied.

The committee convened to conduct a performance review for the Chief Executive Officer. Following the approval of the agenda, the committee moved into Executive Session to discuss the annual performance evaluation of the Chief Executive Officer pursuant to the Open Meetings Act. No actions were taken during the Executive Session before the meeting was adjourned.

The committee meeting focused on strategic operational updates and a comprehensive review of multiple grant funding requests. Key topics included an update on the operationalization of the new strategic plan, the development of the FY28-29 budget, and an assessment presentation regarding the sustainability of Intellectual and Developmental Disabilities (IDD) provider organizations. The committee approved various Authority and competitive grants, including funding for a 'No Wrong Door' pilot project, a redesigned mini-grant program, and numerous initiatives supporting youth homelessness prevention, housing stabilization, behavioral health crisis services, and legal advocacy for Trust beneficiaries. Discussions also centered on the need for more systematic, data-driven approaches to housing and crisis services across the state.

The committee convened to discuss the AMPS process but determined that further progress was required before proceeding with a formal discussion, leading to a decision to adjourn. The meeting also included a call for any ethics disclosures prior to adjournment.
