The council engaged in a work session to address procedural delays regarding agenda item deferrals and advisory board appointments. The discussion centered on establishing a standardized process for filling vacancies, often referred to as a 'shot clock,' to ensure timely appointments and avoid prolonged periods of expired terms. Additionally, the council deliberated on the roles and responsibilities concerning appointment recommendations and voted on a motion to require that all vacancies appear on meeting agendas until they are officially filled.
The meeting included public comment regarding proposed UDO amendments on the board appointment process. The Planning Board conducted hearings on two rezoning matters. The first, case 26 CZ06, was a request for increased square footage for an existing Techflex development, which the board approved. The second hearing, case 25 CZ24, focused on a proposal to rezone over 32 acres into a PUD, with presentations covering proposed unit densities for townhouses and multifamily units, building heights, and design controls for mixed-use elements.
The meeting commenced with a remembrance ceremony for September 11th and an invocation. Council members provided updates on veteran support and suicide prevention initiatives, a recent school lockdown incident involving local first responders, and a meeting of the transportation advisory board. The Town Manager delivered a report regarding the reinstatement of utility service disconnects, outlining plans for extended office hours to manage payment arrangements and efforts to address increased call volumes within the customer service department.
