This document presents an Executive Summary of the Food Security Needs Assessment for Ramsey County, which was commissioned to examine food insecurity and define the county's role in supporting greater food security. Based on quantitative data, interviews, and surveys, the assessment identified four key strategic themes: Expanding the Food Safety Net System, Expanding Urban Agriculture, Increasing Access to Public Benefits, and Expanding Food Availability and Affordability. These themes outline planned activities aimed at enhancing food distribution, promoting food sovereignty, improving access to benefits like SNAP and WIC, and fostering more affordable food options for residents.

The committee discussed the project overview and upcoming milestones. The focus was on providing a detailed overview of the project, including its current phase and anticipated milestones in February and beyond. A significant portion of the discussion was dedicated to delving into the details of two street car options, including travel time, ridership, and cost. Key elements at Mall of America and the Highway 5 River Crossing were also addressed. The committee also discussed the differences between the two street car options for the West 7th area.

The public hearing is for the 2020-2021 biennial budget. The Ramsey County Board approved a maximum property tax levy of $327 million to finance the 2020 budget, which calls for a total spending of $741 million. The overall proposed budget increase is one-half of one percent higher than 2019. Property taxes fund about forty-four percent of the budget. The 2020 budget proposes a property tax levy increase of four point seven five percent over 2019. The graphs and charts show the revenue and spending breakdown of this proposal. The new initiatives discussed include transforming systems together residents first to policies processes and people technology and facilities and building a 21st-century parks department with a focus on the golf system and programming.
