The City of Colleyville's Capital Improvement Program (CIP) outlines a comprehensive 5-Year plan for fiscal years 2026-2030. This program identifies planned projects across various categories, including drainage, economic development, equipment, facilities, information technology, master plans/studies, parks and recreation, sidewalks/trails, streets, vehicles, heavy equipment, wastewater, and water renewals. The plan prioritizes capital needs based on funding availability and Council directives, aiming to sustain and plan for the city's long-term infrastructure and service requirements.

The proposed budget includes an increase to the homestead exemption, adjustments to tax rates and fees to balance increased operating costs, and continued investments in public safety and infrastructure. It also proposes a tax rate adjustment, which is offset by the new homestead exemption.

The priorities for 2025-2026 include beautification projects such as improving medians, gateways, the Bidault House property, and banner arms extensions, along with school property partnerships. Open space initiatives focus on land behind the Senior Center and connecting the Nature Center to Sparger Park. Additional priorities are website updates, improved communications, enhanced connectivity through sidewalks and trails, and various events. Further initiatives involve a TIF extension, the Northern Gateway project, assessment of field and court utilization, and site improvements at the Rec Center.

The Sign Board of Appeals will hold a public hearing to consider a variance request for a sign at 4602 Colleyville Boulevard. The variance request includes sign area, sign height, sign design, and off-premises placement. The applicant seeks to replace an existing monument sign with a smaller one due to road widening. The Development Review Committee reviewed the request and provided comments on engineering, materials, and setbacks.
