The committee reviewed minutes from the previous meeting and discussed ESA's proposal concerning CEU accreditation. They discussed how to handle the review of revised versions of CEUs expired as of December 31, 2015, and recommended that revised and new CEUs be sent to both the Alarm Association and the Locksmith Association for review and recommendations. The committee also discussed the possibility of Nelson Russell reviewing irrelevant courses and certification programs. Mrs. Jennings requested a list of certification programs pertaining to Central Station training, and she will draft changes to the Rules and Regulations.

The Alabama Electronic Security Board of Licensure convened to discuss several key items. The board addressed training matters, including approving new and revised CEU courses from Elite CEU, Inc. and JADE Learning, Inc. They also reviewed and approved the licensing of companies and individuals for 2015, 2016 and 2017. Additionally, the Education Committee's meeting minutes were reviewed and approved with amendments, with further discussion on CEU training review processes tabled for future finalization. The board also discussed findings from Investigative Committee meetings in an Executive Session, addressing complaints against Safe Touch Security Service LLC, Alliance Security, Inc., and Alder Holdings LLC, and also discussed an issue regarding Alabama Fresh Air. Furthermore, the board elected a new chairperson for 2016 and addressed current renewals for 2016-2017, including a contract agreement with the Alabama Law Enforcement Agency (ALEA).

The meeting included discussions and votes on changes to the Administrative Code, specifically regarding CEU credit requirements for licensed individuals. The board reviewed and approved CEU courses presented by the Society of Professional Locksmiths. They also addressed the permitting and licensing of companies and individuals for 2017/2018, along with fines for late or non-renewal of licensing. The board discussed reports of unlicensed companies and reviewed the contract with Copperwing Design LLC for a consumer education campaign. Additionally, they discussed the appeal filed by Vivint, Inc., and matters related to the good name and character of licensed companies, as well as legal ramifications of potential litigation, were addressed in an Executive Session.

The board approved licensing for various companies and individuals, and addressed fines for late or non-renewal of licenses. The board approved a resolution for contract extension for administrative services and an RFP bid for investigative services. The Locksmith Committee provided a comprehensive definition, and legal counsel drafted a law for consideration. The Investigative Committee addressed administrative complaints, including Safe Touch Security Services and Alder Holdings, LLC, resulting in fines and discussions during an executive session. The board also discussed steps for unlicensed companies and door-to-door sales tactics, and the decision of the Board regarding an advertising campaign as presented by Lamar Advertising.

The meeting addressed concerns from the Alabama Locksmith Association regarding unlicensed locksmith companies and proprietary concerns with submitting CEU courses. The board discussed the sale of security alarms by Best Buy and whether licensing was required. The board reviewed a proposal for a Consumer Education Campaign and a certification course submitted by Comcast Business Smart Office. The board also discussed permitting and licensing of companies and individuals. The Rules & Ethics Committee presented proposed changes to the Administrative Code, and the Investigative Committee's findings were discussed in an Executive Session. The board also discussed the AESBL budget for Fiscal Year 2017 and expired CEU training.
