Canyon County Solid Waste Advisory Committee Special Meeting
The meeting included discussions on new business, specifically updates regarding proposed transfer stations in Caldwell and Nampa. The Nampa station remains the priority, with Timber Creek exploring a public-private partnership, though permitting processes face delays. The committee also discussed the concept of out-of-county waste tonnage trades, particularly concerning haulers potentially bringing Kuna waste to the Canyon County Landfill due to lower disposal costs. Finally, the committee reviewed proposed fee schedules for FY 2027, including an increase to the minimum fee, a significant adjustment to the sheetrock rate, and several proposed increases for 'Hard to Handle' waste categories, such as agricultural waste and stumps/logs, aimed at increasing annual revenue.

Canyon County Solid Waste Advisory Committee Regular Meeting
The meeting included the approval of the current agenda and corrections to the July 2025 minutes. Committee leadership appointments were confirmed. New business centered on two major projects. An update on the gas-to-energy project indicated an estimated $600,000 cost from Idaho Power for system updates, with Intermountain Gas conducting a feasibility study expected by mid-February. Carbon Solutions Northwest presented Renewable Natural Gas (RNG) performance scenarios (V1 and V1a), detailing significant capital investment differences and projected returns; a recommendation was made to retain Grant Management Associates for incentive research but to withhold action pending the gas feasibility study results. The committee also reviewed and motioned to proceed with the draft Request for Proposal (RFP) for the RNG project, which allows developers to submit proposals for electric, RNG, or combined projects, while maintaining the current air permit process. Additionally, a discussion was held regarding proposed FY 2027 rate increases for waste disposal, targeting commercial waste fees, sheet rock disposal, and several hard-to-handle items to better align costs and encourage diversion.
