The New York State Cannabis Advisory Board has scheduled a public meeting that will be open to in-person attendance at the Buffalo Federation Neighborhood Centers, with provisions for board members to participate from remote, publicly accessible locations. The meeting will also be available for public viewing via a provided livestreaming link, and registration options are available for those wishing to attend in person.

The board meeting agenda included discussions regarding the Community Grant Reinvestment Program, specifically considering amendments to increase funding for RFA #2 using FY2026-2027 appropriations and establishing a strategic framework focused on stability, opportunity, and well-being. Regulatory discussions centered on draft medical regulations and proposed cannabis showcase event regulations. Additionally, the board reviewed industry and market updates, including canopy expansion, a seed-to-sale status report, and procedures for license amendments, ownership changes, and transfers.

The board discussed and approved awards for the first round of the Community Grants Reinvestment Fund, with amendments made to explicitly include harm reduction and substance use disorder as priorities. Criteria for the second round of grant funding were also reviewed and approved, featuring a new bifurcated applicant pool to support smaller organizations. The meeting included a cannabis market update covering cultivation capacity, supply chain statistics, and sales growth data. Additionally, an update on Social and Economic Equity initiatives was provided, alongside status reports on school proximity legal challenges and the transition to a new Seed to Sale management system.

The board considered and approved various adult-use cannabis license applications, renewals, and amendment requests. Several license applications were denied due to failure to establish proof of control or, in one instance, past illicit cannabis sales. The board reviewed and discussed an update on a declaratory ruling request for Gotham Buds LLC. Additionally, the board received updates on the Cannabis Showcase events, federal rescheduling of cannabis, and outcomes from recent adult-use roundtables focused on regulatory amendments.

The Board focused on several key items, including the issuance of adult-use cannabis licenses, approval of license amendment requests, and the renewal of conditional adult-use retail dispensary licenses. The Board also discussed the renewal process for adult-use retail dispensary licenses and clarifications regarding registered organization renewal timelines. Furthermore, the meeting addressed proposed regulations for packaging, labeling, marketing, and advertising, and considered multiple requests regarding applications with non-viable locations and public convenience and advantage. Additionally, an advisory opinion concerning local municipal laws was issued, and the Board rendered decisions on two administrative appeals involving unlicensed cannabis activity.
