The Council meeting focused on a review of the Committee of Council Policy and Terms of Reference. Key discussion topics included modernizing governance frameworks, introducing working groups, clarifying the role of advisory committees, implementing disclosure and recusal requirements, and establishing mandatory orientation and rotating chair models for committee members. Additionally, the Council reviewed structural transitions for the Sustainability Advisory Committee and the Waterloo Advisory Committee on Active Transportation, discussed student civic engagement opportunities, and deliberated on honorarium models for committee volunteers.

The council meeting included a territorial land acknowledgement and personal reflections on National Indigenous Peoples Day and culture camps. A delegation from the Cornerstone Association of Realtors presented research and policy recommendations regarding housing affordability, gentle density options such as additional residential units and multiplexes, zoning reforms, and parking requirements. The council discussed the integration of these housing initiatives into existing neighborhoods and referred the recommendations to staff for further review.

The agenda focuses on information items including an update on the designation report, a report back from attendees of the provincial heritage conference, and restoration information regarding the log cabin. Additionally, the committee will conduct a discussion on next steps for designations beyond the committee's report.

The committee held discussions regarding High Performance Development Standards and potential energy and water reporting by-laws. A formal motion was passed supporting public ownership and governance of drinking water and wastewater services in relation to Bill 60. Additionally, the committee provided updates on its various sub-committees and discussed the ongoing process regarding the committee's restructuring.

Additionally, the committee discussed the summer meeting schedule and continued deliberations on restructuring the committee.
