The public budget hearing commenced with introductions of the budget committee members and town management. Rules for public comment were established, including time limits and requirements for respectful discourse. Key discussion points centered on the 2026 budget proposal. The estimated net appropriation to be raised through taxes showed a significant increase of 28% over the previous year, representing a decrease relative to inflation. Discussions covered warrant articles related to specific appropriations, including $157,750 for the acquisition of 27 acres for the town forest, which would have no tax rate impact. Budgets for the sewer and water departments were reviewed, to be raised by user fees, and the Gorum Library budget, which carries a tax rate impact of 34 cents per thousand. The town's main operating budget was detailed with line items for general government, public safety, highway, solid waste, airport, health, welfare, parks, patriotic purposes, long-term debt, and more, resulting in a net operating budget of approximately $3,781,003 after accounting for estimated revenues. A significant discussion took place regarding the $10,000 appropriation for annual fireworks, with some members suggesting an increase due to the 250th anniversary celebration and rising costs, although the recommended amount remained $10,000. The majority of the proceedings focused on Capital Reserve Funds (CRF) and trust funds, with $780,936 proposed for various CRFs, including firetrucks, road resurfacing, ambulance, and police equipment, with many appropriations having no direct tax impact due to fund balance utilization. The total proposed tax rate impact for all articles was calculated at $1.40 per thousand, following adjustments made by the budget committee that reduced the initial proposal by $545,000.
