The October meeting also included a presentation on the Fiscal Year 2021-2022 audit findings, which prompted a request to schedule a work session to review staff time consumption related to the Urban Renewal Agency. The Corrective Action Plan, which was presented separately for the November meeting, addressed audit deficiencies related to audit timing, an incorrect recording of an escrow deposit, and required adjustments for retainage payable, with a goal of having all accounting records current by the end of the 2026-2027 fiscal year.

The City Council held a work session to discuss the Three Cities Fire Planning Update, including Oregon's property tax system and options for fire and emergency medical services. The regular session included adopting the Multnomah County Multi-Jurisdictional Natural Hazard Mitigation Plan, amending Fairview Municipal Code (FMC) 10.050.080 to permit enforcement of FMC Chapter 10.05 by individuals designated by the City Manager, and amending Fairview Municipal Code (FMC) to Title 19, Development Code, to incorporate state requirements for middle housing, climate-friendly and equitable communities rules and other housing-related legislation, and to make improvements for consistency and clarity.

The council discussed the Fairview Food Plaza operator contract, including operating days, website ownership, delivery options, and the bar's finances. They also reviewed a presentation by the Multnomah County District Attorney on crime statistics and PlayEast's annual report. The council appointed members to the Economic Development Advisory Committee. Reports were given on the MCSO monthly report, the City Manager recruitment schedule, ambulance response times, and meetings with individuals about Fairview operations and projects. Council members also discussed community engagement, urban renewable incentive programs, middle housing, equipment updates, park clean-up, public safety advisory committee work, and the Fire Services contract.
