This Comprehensive Plan for Berkeley County, initiated in 2010, serves as a blueprint for guiding growth and development over the next fifteen to twenty years. The plan identifies five guiding principles: protecting and promoting distinctive communities, managing infrastructure effectively, respecting and enhancing historical and natural resources, providing county-wide recreational opportunities, and implementing a clear, fair plan through simplified processes. It aims to balance growth with the preservation of the county's character and quality of life, addressing issues such as population trends, housing, economic development, transportation, land use, and environmental factors.

The committee discussed a presentation on Lowcountry Smokefree, focusing on the potential benefits of a smoke-free environment and the consideration of an ordinance to promote health. Concerns were raised regarding enforcement, business rights, and government overreach. The committee also considered an ordinance to amend sections of Ordinance No. 09-06-33, related to the adoption of state-mandated building and safety codes, specifically moving from the 2006 version to the 2012 version.

The committee discussed the fiscal year 2010-2011 budgets for the Berkeley County Water and Sanitation and the Berkeley County Water and Sanitation Solid Waste Fund, focusing on operational, debt service, and capital improvement budgets for water and sewer. The meeting included an overview of the Local Emergency Management Preparedness Grant (LEMPG). The committee approved accepting the FY 2022-2023 Local Emergency Management Preparedness Grant Funds, in the amount of $89,393.00 with a 50/50 Match, using Personnel to cover the match.

The meeting involved a review prior to the Third Reading of Bill No. 09-22, which is an ordinance to amend certain sections of Ordinance No. 08-06-30 to provide for the adoption of state-mandated building and safety codes.
