The Board of County Commissioners conducted a public hearing to review the proposed FY2027 budget. The County Manager provided an overview of the projected revenues and expenditures for the upcoming fiscal year, and the floor was opened for public commentary from county residents regarding the proposed financial plan.

The Board reviewed the proposed FY2027 budget and provided direction for the development of two specific budget options to be presented and considered at a future work session.

The meeting included a comprehensive presentation of Fiscal Year 2026 programming participation numbers, a financial report summary, and a review of the Fiscal Year 2027 adopted budget and approved capital projects, such as the Miracle Field shelter and an infield turf initiative. Additionally, the commission received an update on Spring tournament season performance metrics. A significant portion of the meeting was dedicated to discussing the potential transition of the Recreation Commission into an Advisory Board structure, including the rationale for dissolution and reconstitution, and a review of the county's internal policies regarding the responsibilities of the proposed board. Board members also inquired about the status of current donation and sponsorship financial records for ongoing projects.

The board approved the Fiscal Year 2027 budget, including a resolution for its adoption. They also established new fines and fees for failure to obtain required permits and requested local legislation to enact a Local Homestead Option Sales Tax. Furthermore, the board reappointed a member to the regional Emergency Medical Services Advisory Council, tabled revisions to the county film policy for additional research, and decided to move travel policy updates to a future consent agenda. Finally, the board approved the Motorola ASTRO 25 public safety radio system project.

The Commission addressed several agenda items, including various board applications and text amendments to the Morgan County Zoning Ordinance regarding advertisement procedures for zoning, variance, and conditional use requests. Additionally, the Board discussed house form standards, management of development fees and fines, solid waste concerns, the proposed fiscal year 2027 budget, and an update to the County Emergency Operations Plan.
