Participants reviewed the State Opportunity Index survey findings regarding New Mexico's higher education performance and discussed future participation. The group reviewed a draft of the annual institutional summary report and addressed challenges related to the ten-year FTE data requirements for capital projects forms. Additionally, updates were provided regarding math requirements, new Advanced Placement tests, the status of the dual credit annual report, and the faculty survey.

This five-year capital outlay plan outlines the institution's infrastructure development strategy by detailing stringent criteria for funding consideration. Projects within this plan are required to be eligible for capital outlay funding, integrated into the institution's capital improvement plan (ICIP), and prioritized based on the institution's greatest needs. A critical component of this strategy involves validating project costs and committing to incurring at least five percent of the appropriation within six months of bond issuance, ensuring efficient and responsible use of funds for priority capital needs.

The committee reviewed and approved several capital projects, including land acquisition for New Mexico Junior College, infrastructure improvements at the New Mexico Institute of Mining and Technology's research center, and HVAC system replacements for Luna Community College and the University of New Mexico. Additional approvals were granted for academic building revisions at Navajo Technical University, site improvements at Santa Fe Community College, and facility refreshes at the University of New Mexico Hospital. The committee also addressed concerns regarding project readiness and financial planning for a track facilities renovation project at New Mexico Highlands University, for which no action was taken.
