Developers from Bella Mare Development presented a proposal for a new mixed-use project at the Long Beach Harbor, titled the West Wall at the Gateway. The project aims to integrate retail space, food truck areas, a playground, and self-cleaning restrooms into the existing city Gateway project area to enhance public amenities. Following the presentation, the Board of Aldermen voted to proceed with formal negotiations regarding a land lease agreement for the proposed site.

The council discussed the development of a new homeowner rehabilitation program aimed at providing assistance for major repairs to elderly residents. Key decisions included setting a grant cap of $30,000 per household and utilizing between $400,000 and $500,000 in community development block grant funds. The program requirements include mandatory flood and homeowners insurance, and a three-year occupancy requirement for participants. The council is currently finalizing the application process with an expected program launch in the upcoming year.

The city council discussed and advanced plans for a new transitional housing facility for Discipleship 33. The council reviewed an amendment to the Land Development Ordinance to clarify the definition of a transitional living facility, specifically distinguishing it from drug rehabilitation centers or incarceration release programs to emphasize its role in assisting individuals in crisis.

The City Council meeting addressed the proposed designation of Danella Park as surplus property, which would allow for its potential sale. A member of the Danella family presented documentation, specifically the original land deed, containing stipulations that require the property to be maintained for public use or as a children's playground, effectively challenging the city's plan to sell the land and advocating for the preservation of local green space.

The commission addressed various operational and financial matters, including the report on a foam release incident at the South Terminal Hangar and the review of repair estimates. Approval was granted for the FY2025 budget and several capital projects, including road repairs, hangar developments, and site development clearing. The commission also authorized the disposal of surplus inventory and approved several lease and service agreements, including facilities use, master services, and purchase agreements. Additionally, an executive session was held to discuss litigation, personnel, and economic development matters, and a commissioner's resignation was announced.
