The public hearing was called to order to discuss an ordinance amending the Stroud Township Code by adding a new part 5, Local Economic Revitalization Tax Assistance (LERTA). The ordinance provides for real estate tax exemptions for new construction and improvements to deteriorated property, pursuant to the Pennsylvania Local Economic Revitalization Tax Qualifications for obtaining such exemptions. Exhibits related to the public notice publication and prior LERTA hearings were entered. The ordinance was approved.

The meeting addressed several key areas, including financial matters such as the distribution of funds for the Township Pension and payments of bills from the General and Golf Course Funds. The Treasurer's Report for September was reviewed and approved. Updates were provided on the Winter Maintenance LTAP course, SARP CBA and the 2026 budget, the Glen Brook Golf Course Restaurant RFP, the Township website, the Lessig Lane bridge replacement, and the AutoZone site construction. The Public Works Department reported on Fall Leaf Collection, road paving and restoration, spot milling and patching, and other projects. The board also approved an Ecological Services Assessment for the Poplar Valley East Bridge Replacement Project and discussed a Public Comment Policy, which was tabled for further review. An executive session was held to discuss litigation, real property, personnel, and security matters.

The meeting addressed several key items, including the approval of the 2026 Stroud Area Regional Police Department Budget, ratification of a proposal for gutter replacement and roof repair at Glen Brook Clubhouse, and approval for the Stroudsburg Area School District to purchase white de-icing salt. A minor subdivision plan for the Lands Of The Borough Of Stroudsburg, The County Of Monroe And The Animal Welfare Society Of Monroe was discussed and approved with modifications. The Public Comment Policy discussion was tabled, and an application for real estate tax exemption by a veteran was acknowledged. The board also entered an executive session to discuss litigation, real property, personnel, and security matters.

The Public Hearing of the Stroud Township Board of Supervisors was held to discuss the Change of Zoning District Designation Of A Certain Parcels Located Along S.R. 611 From The Office Commercial District (C-4) To The General Commercial District (C-2) And Make A Corresponding Amendment To The Township's Official Zoning Map To Reflect This Rezoning. The board approved the Change of Zoning District Designation.

The purpose of the hearing was to discuss determining the boundaries of a deteriorated area or areas wholly or partially located within Stroud Township's boundaries, for a purposed Local Economic Revitalization Tax Assistance Act (LERTA) Ordinance. The board approved the LERTA area for Hayward Labs Parcel #17.3.1.24 and to move forward with adopting an ordinance.
