This report evaluates the New Jersey Racing Commission's Pilot Program, established by P.L. 2011, c. 228, which authorized pari-mutuel horse racing wagering in taverns and restaurants using electronic terminals. Although the program's initial license was issued in June 2015, it never became operational due to unforeseen obstacles and legal challenges. The Commission recommends continuing and expanding the program, advocating for statewide participation by all permit holders, an increase in authorized venues and wagering terminals, and long-term or permanent legislative authorization beyond its scheduled expiration in 2018.

This report provides an evaluation of the Pilot Program Act, which authorized pari-mutuel wagering on horse racing via electronic terminals at limited taverns, restaurants, and similar venues. It details the challenges faced during the program's implementation, including legal issues and operational setbacks that prevented it from becoming fully operational. The commission held an executive session to discuss legal matters concerning the distribution of casino simulcasting funds and ongoing litigation. During the public session, the commission acknowledged a new member, transitioned to livestreaming meetings for public access, ratified the cancellation of racing due to a winter storm, and approved the racing and wagering format for upcoming meets. Furthermore, the commission finalized the distribution of the 2023 casino simulcasting special fund to remaining operational entities and adopted regulatory amendments regarding the payout of pick pools in both thoroughbred and harness racing.
