Management & Finance Policy Committee Meeting
The meeting included a detailed report and discussion on July sales tax revenue, which collected $25.4 million, tracking in line with the 2025 budget and projections for the 2026 budget, factoring in a new large taxpayer. Adjustments to the general fund projection were noted due to the Leads forecast and subsequent information regarding the new taxpayer, while the auto use tax projection was lowered due to worse-than-expected performance. A significant portion of the meeting involved the review of the 2024 comprehensive financial report and the external audit results, which yielded an unmodified (clean) opinion for the financial statements and federal grants. Audit findings included a material weakness in the utility fund related to bond proceeds classification and infrastructure valuation, and a significant deficiency related to an unrecorded liability for an intergovernmental tax rebate agreement. Several accounting changes were adopted, including the implementation of the standard for compensating absences.
