This document outlines the Historic Preservation Plan Element of the Bernards Township Master Plan 2023, authorized by the Municipal Land Use Law. The plan aims to recognize, encourage, and coordinate the preservation of historic villages, hamlets, sites, and buildings, while promoting adaptive reuse and integrating historic resources into land use and economic development plans. It seeks to chart a path for identifying, preserving, and improving the township's historic buildings, structures, and streetscapes to ensure its heritage endures and inspires future generations.

The Housing Element and Fair Share Plan outlines Bernards Township's strategy to meet its Fourth Round fair share obligation for affordable housing. The plan includes an updated Spending Plan for the Affordable Housing Trust Fund, projecting revenues from development fees, interest, and other sources. These funds will be used for various affordable housing initiatives, including 100% affordable housing projects, supportive and special needs units, rehabilitation programs, and affordability assistance. The plan also details the administrative mechanisms for collecting and distributing funds to ensure compliance with state regulations.

The Bernards Township Environmental Commission held a regular meeting to discuss various topics. These included a letter from ETI, subcommittee reports from the Application Review, ANJEC email monitoring, Native Pollinator Group, Community Outreach/Education, Tree Protection, and Pumpkin Smash. New business included applications related to variance relief for building expansion, fence location/height, side yard setback, and allowing an office tenant on the first floor. The commission also reviewed applications for site plan approval for new lighting and ATM installation, construction of a new dwelling and in-ground pool, and additional information on a previous application.

The meeting included discussions on a potential joint project with the Environmental Commission at Harry Dunham Park, focusing on planting wildflowers or native trees. The commission discussed the invasive species Strike Force meeting at Duke Farms, which covered deer and drone surveys. Updates were provided on tree removals from Township properties near residences and additional street trees throughout the township. Preparations for Arbor Day and Charter Day were discussed, including seedling distribution and volunteer coordination. The commission also touched on the Tree Inventory project grant application, the distribution of Tree City USA stickers, and the upcoming Tree of the Month campaign.

The board meeting addressed two applications. The first application involved a variance request for a deck structure, with discussions focusing on impervious coverage, height issues, and the possibility of redesigning the structure to address concerns. The second application concerned variance requests for a fence, specifically regarding the percentage of open space and the distance from the property line. The applicant explained that the existing fence was replaced, and the new fence's design was not fully compliant with regulations. The board approved the first application with stipulations that the deck remain open and that any lighting be downward-facing. The second application was also approved, with the understanding that the applicant would address the non-compliant aspects of the fence.
